The Committee previously held public hearings on Senate bills
that are substantially similar to House bills as noted.  Please
focus your testimony on the difference, if any, between the House
and Senate measures identified below. 

HB 2745 HD1      RELATING TO ANIMAL QUARANTINE  ECD/HHS, WAM
(Sim. to   Exempts service animals from quarantine upon specified
SB 2226)   conditions.

HB 2973 HD2      MAKING AN APPROPRIATION FOR MICONIA
ERADICATION      ECD/LRE, WAM
        Appropriates funds for miconia eradication in the
        counties of Hawaii, Kalawao, Kauai, and Maui and the
        city and county of Honolulu; provided it shall be a
        cooperative effort of the Department of Agriculture
        and the Department of Land and Natural Resources.

HB 1949 HD2      RELATING TO ALIEN AQUATIC ORGANISMSECD/LRE,
WAM     Designates the Department of Land and Natural
        Resources as the lead state agency for preventing the
        introduction and carrying out the destruction of alien
        aquatic organisms through the regulation of ballast
        water discharges and hull fouling organisms.

HB 2405 HD2      RELATING TO PESTICIDES        LRE/ECD, WAM
(SB 2746)  Defines "integrated pest management."  Amends the
        definition of "pest" under the Hawaii pesticides law.
        Allows the pesticide use revolving fund to be used for
        the development of integrated pest management
        strategies and personnel costs.  Removes the ceiling
        on the balance of the fund and allows the fund to
        retain all moneys.  Clarifies that penalities imposed
        by the Board of Agriculture are administrative
        penalties and provides a procedure to recover
        administrative penalties imposed.  Deletes pesticides
        that are no longer registered for use from coloration
        requirements.  Exempts pesticides deregulated by the
        U.S. Environmental Protection Agency from regulation
        in Hawaii.

islands), at least 24 hours prior to the hearing.  When faxing,
please indicate to whom the testimony is being submitted, the
date and time of the hearing, and the required number of copies
needed for submittal.

to participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the committee clerk 24 hours prior
to the hearing so arrangements can be made.
